Hop-on hop-off in Naples is worth it in one precise case: when you want the seafront, via Posillipo and the Parco Virgiliano without walking and without changing three times. Outside that case the arithmetic is merciless: the 24-hour ticket costs €27 for adults, the integrated day ticket for bus, metro and funiculars €5.40, and the sightseeing bus does not even enter the decumani. Prices checked regularly. Two different companies operate in the city with three routes between them, and they are not interchangeable: City Sightseeing leaves Largo Castello with two lines, the Tramvia open bus leaves Molo Beverello on a single two-hour ring.

The two operators, side by side

Two warnings about the numbers. Line A takes 40 minutes on the official map and 45 on the sales sheet: count on 45. And the open bus listing says one hour, while the operator’s own timetable shows a ring of exactly two hours, 9:42 to 11:42. If your time is tight, the operator’s timetable is the one that holds.

Line A, “I Luoghi dell’Arte”: nine stops in the centre

The A does one job, and the minutes column says what it is: it lines up MANN, the Duomo, via dei Tribunali and the station in half an hour. For the Archaeological Museum get off at 4, not at 3; for the train, stop 7 leaves you on corso Umberto I, not at the station entrance.

Line B, “Le Vedute del Golfo”: eleven stops and seventy minutes

This is the line that justifies the ticket. Between stop 4 and stop 5 come fifteen minutes of via Posillipo, the stretch people are actually paying for: a road high above the sea, curves, villas and the gulf opening up on your right. Stops 5, 6 and 7 are a minute apart but serve different things: Capo Posillipo is the view, Coroglio the way down to Marechiaro, the Parco Virgiliano the terrace where stopping for half an hour makes sense.

Two stated limits. Stop 10, Chiatamone, is not guaranteed on Saturdays, Sundays and public holidays, and Castel dell’Ovo is closed for works in any case: the rest of the seafront is in castles, palaces and the seafront. And the NCA shuttle between the port and Largo Castello is currently suspended until further notice: from the port, use stop 11.

The Tramvia open bus: twelve stops and a two-hour ring

The second operator is Beducci Travel Bus, which sells under the Tramvia Napoli brand and has its terminus inside the port, at Molo Beverello. One ring, twelve stops, hourly departures from 9:42 to 16:42, an on-board audio system in Italian, English, French, Spanish and German, a tourist assistant, and the option of adding a two-hour geolocated audio guide for the old centre. The ticket is valid 24 hours from validation and cancellation is free up to 24 hours before.

Against City Sightseeing it has two advantages: it starts inside the port, so for anyone landing off a cruise ship or a hydrofoil it is the shortest walk to board, and it puts the old centre and Posillipo on the same ring instead of splitting them across two lines. The drawbacks weigh more: one departure an hour means a wrong stop costs sixty minutes, and the average rating is 3.4 out of 5 against 4.3, with reviews reporting long waits.

The day by bus, hour by hour

This plan uses a single City Sightseeing ticket, both lines and the published timetable. It keeps the museum in the middle of the morning and Line B for the afternoon, when the light on Posillipo is the right one. Bus times are indicative: city traffic shifts them and the operator gives no refunds for that.

If Tuesday is your only free day, change the order: MANN is closed, so get off at stop 5 for the Duomo and move Line B to the morning, when the traffic along the seafront flows better. And if you are on board purely for the ride, the ticket runs 24 hours from issue: the 9:30 departure the next morning is still covered.

For the same money, €27 buys you twenty-four hours of sightseeing bus or three days of Campania Artecard with three entries and urban transport included. The bus only wins if the view from the open deck is the product you are after: the Artecard does not include the sightseeing bus and the sightseeing bus includes no museum at all.

When the bus beats the metro and funiculars, and when it does not

The honest comparison is made zone by zone, not in general.

The bus wins in Posillipo. Capo Posillipo, the Parco Virgiliano and via Petrarca are served by ordinary transport on bus 140, which runs Santa Lucia, Riviera di Chiaia, Mergellina and via Posillipo to the Coroglio terminus every 19–20 minutes on weekdays. That costs €1.30 and gives you neither the open deck nor the commentary, and with a €4.50 ANM day ticket you can do that side of the city anyway. The sightseeing bus saves you the waiting and gives you the view from above: if you are in town for a single day, this is the stretch where the €27 justifies itself.

The metro wins in the old centre. Line 1, with the Museo, Dante and Toledo stops, puts you inside the decumani in a few minutes, and the decumani are either pedestrian or too narrow for a double-decker: none of the sightseeing stops gets past via dei Tribunali. Neither of them climbs to the Vomero. You get up there on the funiculars, bearing in mind that the Montesanto one is currently closed for overhaul until further notice: use the Centrale or the Chiaia.

The pass wins if you have plenty of entries. The Campania Artecard Napoli 3 days costs the same €27, but it covers three entries and urban transport; the sightseeing bus is included in no pass and includes no museum. The on-board rules nobody reads

They are in the operator’s own regulations, and they are the ones that cause trouble at the door.

The voucher is not a ticket: it has to be converted by the staff on board when you first get on, or at the piazza Municipio infopoint, and the ticket they hand you is personal, non-transferable and non-refundable. Seats cannot be reserved: for parties the operator warns that finding places on the same bus is unlikely and that group vouchers may not be accepted.

On board: no food or drink except water, seatbelts fastened, no standing while the bus is moving, no umbrellas open on the upper deck, no suitcases or backpacks left on the lower deck. Children under 5 travel free if they take no seat and the adult carries a document proving their age; pushchairs are free if folded and braked. Small and medium dogs travel free on a lead with a muzzle or in a carrier, with the driver free to refuse.

One detail that matters if you sit up top: the regulations provide for a safety check where there are overhead tram wires and trees. On via Posillipo the branches come close to the open deck. Right-hand side, head in.

The verdict

Buy the 24-hour ticket if you are in town briefly and you want the gulf from above: Line B alone is worth the price, and the A adds a forty-minute orientation loop on the same ticket. Buy it too if you are arriving through the port, because stop 11 and the open bus terminus solve your last mile.

Do not buy it if your plan is the old centre and museums: the bus does not go there and €5.40 of integrated day ticket does everything better. Nor if you have three days and a list of entries, because the Artecard costs the same and includes the tickets.
