Why a private driver and not a tour
A private driver — NCC, noleggio con conducente, hire with driver — solves three problems no organised tour solves: the timing, the luggage and the stops. You pay for the car, not the seat, and you decide when you leave Positano.
The trade-off is the bill. An eight-hour day costs €429 to €500 for the vehicle, against €58.50 per person for a shared minivan on the Amalfi Coast. For two people that is no contest; for seven it flips. Everything that follows is about working out which of the two cases you are in.
How NCC hire works in Campania
The field is governed by a national framework law on non-scheduled public passenger services, applied by each council (the exact reference is among the sources at the foot of the page). Four of its provisions are worth knowing, because they explain behaviour that looks absurd to a customer.
The licence comes from the council and covers one vehicle. The council issues it through a public tender, tied to a single car. The operating office and at least one garage must be inside the territory of the council that granted it; other garages may sit in other councils of the same province or metropolitan area. An NCC licensed in Sorrento therefore works perfectly legally in Naples: that is not a dodge.
The service is booked, not flagged down. The request has to be made at the office or the garage, digital tools included. The car may not wait at public taxi ranks in councils where a taxi service exists, and waits for the customer at its garage. It may, however, stop on public land while waiting for someone who has already booked, and during the job itself.
The service sheet exists and you will see it. The driver has to fill in and keep an electronic service sheet with the plate, the driver’s name, the date, the place and mileage at start and finish, the times, the destination and the customer’s details. When the driver asks for your name before setting off, that is not curiosity: it is a legal obligation.
The price is agreed. For taxis the tariff is set by the authorities and calculated by the meter. For an NCC the fee is agreed directly between customer and operator, with no territorial limits, and the operator is not obliged to accept the job. That means two things: no surprise at the end of the ride if the price is written down first, and no ceiling if it is not.
One detail about professionalism: driving an NCC requires registration on the drivers’ roll at the chamber of commerce, obtained with a professional driving certificate and an exam before a regional board, focused on geography and street knowledge. That is why a Campanian driver knows the SS163 better than your satnav does.
What it costs: the published prices
Few operators publish a price list; many work on quotation only. These are the figures we managed to read on official sites, all for the vehicle unless stated otherwise.

Naples Drivers & Guides includes the private Mercedes vehicle, a professional English-speaking driver, fuel, taxes and tolls, and leaves out admissions; it also states discounts of up to 30% from November to March. The fleet shown on the site runs from minivans up to eight seats to minibuses up to nineteen, but no tour page says how many people that price covers. Naples Private Driver includes a private air-conditioned vehicle, an English-speaking driver, parking, tolls, fuel and insurance.
The comparison with taxis is useful because many Naples routes carry a fare fixed by the city council: airport–Stazione Centrale €21, airport–port €24, Naples–Pompeii €70, Naples–Vesuvius €65, Naples–Sorrento €125, Naples–Positano €145, Naples–Amalfi €155, Naples–Ravello €160. For a single transfer with no waiting, a taxi is often cheaper. For a day with stops, a taxi’s waiting time is charged by the minute and the advantage disappears.

With a tour
The comparison has to be made per head every time. A shared minivan on the Amalfi Coast starts at €58.50 per person: a private driver breaks even at around seven passengers and costs less from there on, with no fixed timings into the bargain.
When the driver beats the minivan
The sum is arithmetic. A day at €480 split four ways is €120 each; between six, €80; between eight, €60. A shared premium tour on the Amalfi Coast starts at €58.50 per person. Break-even falls between seven and eight passengers.
But price is not the only variable, and in three cases the driver wins before break-even.
Small children. Child seats are requested in advance and they are there. A shared minivan has rigid timings and one comfort stop; with a driver you stop where you need to.
Reduced mobility or luggage. A shared tour drops you in a car park above Positano and from there you walk down. A driver takes you to the closest point allowed and comes back for you.
A cruise call with few hours ashore. The driver collects you at the terminal and builds the route around the ship’s departure time, which is the only constraint that really counts.
The other way round, a private driver does not pay off in two very common cases: if there are two or three of you with no particular needs, and if what you want is a guided visit inside the sites. A driver is not a licensed tourist guide and cannot take you round Pompeii as one: that is a different professional with a different qualification, to be booked separately or included in the quotation.
Who should pick what
ZTL, parking and the places the car cannot reach
Naples has a Centro Antico restricted-traffic zone watched by four camera gates. Via del Sole operates Monday to Thursday from 9 to 22 and on Friday, Saturday, Sunday, public holidays and the days before them from 9 to 24 and on until 2 the next morning. The gates at via Miroballo, via Duomo at piazza Museo Filangieri and via Santa Sofia at via Oronzio Costa operate every day from 9 to 17.
The law grants NCC vehicles the use of bus lanes and the other traffic concessions granted to taxis. The city council, though, does not list a taxi and NCC category in the paperwork it publishes for ZTL permits: in practice the driver knows where he can go and where he cannot, and the pick-up point has to be agreed beforehand. If your flat is inside Spaccanapoli, settle on a loading point outside the gate and do not argue about it at 9:05 with your bags in your hands.
On the Amalfi Coast the problem is the opposite and harder: the SS163 has nowhere to stop. Positano means walking down from a car park high above, Amalfi has a congested seafront, Ravello is reached by a hairpin climb from the coast. A driver who has worked that road for years knows where a coach cannot pass and a van can: that is the part of the service the price list does not show.
What to ask for in the quotation
Put five things in writing and you will have no arguments.
How many people that price covers, and with how much luggage. Whether fuel, tolls and parking are included — in the lists we checked they are, but have it confirmed. How many hours the day covers and what an extra hour costs. Whether the driver waits during visits or comes back to collect you. And whether site tickets are included: in almost every case they are not.
Add one question nobody asks: which vehicle, exactly. A seven-seat van with seven passengers and seven suitcases does not work, and the difference between a saloon and a van is one you pay for in comfort over three hours of bends.
The alternatives on partner channels
Partners sell the same service as a fixed-price product, which is convenient when you would rather not negotiate a quotation. The private tour of the historic centre with the Museo Archeologico Nazionale costs €285 per group and includes museum entry, with a four-hour version and a two-hour one at the MANN alone. The panoramic loop with the Posillipo viewpoint is instead a shared minivan at €52 per person, meeting at the cruise terminal with an English-speaking driver and no licensed guide. The vintage Vespa tour costs €198 per person, each customer riding pillion on a Vespa with their own driver. Partner prices are verified regularly.
The operators who work with drivers
The market is made of small family firms with one or two cars, and the difference between them lies in the transparency of the price and the knowledge of the roads.

Can a driver guide me inside Pompeii?
No. The driver takes you there and waits, but a guided visit inside the sites requires a licensed tourist guide: some operators add one to the quotation, others leave you to book it separately. Ask first, because this is the most misunderstood difference of all.
Can an NCC enter the Naples ZTL?
Article 11, paragraph 3 of the framework law on non-scheduled public passenger services allows NCC vehicles to use the bus lanes and the other traffic concessions granted to taxis. The list of vehicles allowed into the Centro Antico ZTL published by the city council, however, has no category for taxis and NCCs: access is the driver’s business, and he is the one to confirm where he can really pick you up.
How do I recognise a legitimate NCC?
By the badge marked noleggio inside the windscreen and on the rear window, and by the rear plate carrying the letters NCC, the coat of arms of the council that issued the licence and a serial number. The driver must also keep the service sheet in the vehicle.
NCC or a shared minivan for the Amalfi Coast?
For two or three people the minivan, which starts at €58.50 per person. At seven or eight passengers the whole car costs the same or less and lets you set the timings. With small children or reduced mobility the driver wins regardless of the sums.
